How to keep a treeform holly from sprouting in wrong places? - holly - kinky bitch torrent

I have kept a few trees, holly bushes, that their form for two years after planting. Now the new growth appears along the stems that have already been stripped. Just cut the new growth markets will not work .. it's just backwards. All ideas on how to avoid this? Thank you!
